And to answer that guys question...
UV ink is thinner so its harder for the artist to use.

Crazy Chameleon UV Ink is FDA approved so if they say it's not you know the artist is lazy and doesn't do their own research.(http://www.crazychameleonbodyartsupply.com/crazy-chameleon-blacklight-tattoo-ink-faq-main.htm)

And if they say they won't work with any non FDA approved ink's you know they are a moron, as the FDA doesn't regulate tattoo ink.(http://www.cfsan.fda.gov/~dms/cos-204.html)
